Are there local buses that run from Cannes to Avignon? And if so how frequently do they run?

Buses for that sor of distance are not normally available in France, especially as there is a fairly straightforward rail route. For train times between Cannes and Avignon see www.voyages-sncf.com and click the Horaires Seuls button.

We caught the fast train from Avignon to Nice (which is about 15 minutes by train from Cannes. The trip took about 3 hours.

This is the link for Var buses, no sign of one from Cannes to Avignon. You could go to Aix or Marseille on the no. 42 and get another bus from there if you really want to go by bus.
